ACF Wants Immunity, Indigeneship Clauses Expunged

As the process to amend the 1999 Constitution gathers momentum,  the Arewa Consultative Forum (ACF), an umbrella socio-political association in the north, has called for the total abrogation of the immunity clause from the constitution, saying the provision has become a cover behind which some chief executive officers hide to drain the treasury with impunity.
The ACF, in a position paper entitled ‘Road Map for Peace, Unity and Development of Northern Nigeria’, recommended by the Arewa Conference on Peace and Unity, also asked the government to take steps to address the indigene/settler question and demanded that states, local government areas should adopt a common protocol making anyone born in a particular community a native of that community, just as it called for appropriate legislations  to address the problem.
On the issue of state police, the forum declared that creating a state police should be avoided as Nigeria is still not politically mature enough to ensure that it is not abused. Instead the group canvassed the purposeful re-organisation and re-orientation of the Nigeria Police to make it more efficient and effective.
This was even as it urged that the current practice of deploying the military frequently on police duties should be discouraged, adding that all such deployments should be given adequate legal cover.
The ACF frowned at the state of the traditional institution, saying that the powers, influence and authority of monarchs over their subjects have been eroded. Consequently, they demanded that the appointment/deposition of traditional office holders should not be at the pleasure of state governors.
